"Ministry of National Education Measurement and Evaluation Regulation" was published in the Official Gazette on September 9, 2023.

In this context, the "Ministry of National Education Written and Applied Examinations Directive", which regulates the procedures and principles regarding the exams to be administered in public and private formal education institutions affiliated with the Ministry of National Education, was published and entered into force as of October 11, 2023. With the directive, written and practical exams and the procedures and principles regarding the evaluation of these exams were determined.

In the said directive, the responsibilities of the national education directorates were determined within the scope of the joint written exams to be prepared according to the subject question distribution tables. It was announced how the questions will be in the joint written exams and how the exams will be administered and evaluated.

LISTENING, SPEAKING, READING AND WRITING SKILLS WILL BE MEASURED

According to the directive, the exam scores of Turkish and foreign language courses, which will be held in two stages, will be calculated by taking 50 percent of the written exam, 25 percent of the listening exam and 25 percent of the speaking exam. Exam scores for the Turkish language and literature course will be calculated by taking 70 percent of the written exam, 15 percent of the listening exam and 15 percent of the speaking exam. Thus, students' listening, speaking, reading and writing skills will be measured.

PROCESS-FOCUSED EVALUATION IN PRIMARY SCHOOLS

In primary schools, measurement tools will be used to monitor and develop students' listening, speaking, reading and writing skills in order to improve the correct and beautiful use of Turkish. Improving students' written expression skills will be prioritized. In addition, studies on process-oriented evaluation will be carried out in primary schools. With the process-oriented evaluation approach, the situation will be evaluated to reveal what has been done in the teaching process and the level of development of the student. Thus, the student's point at the beginning of the process and the level of development at the end of the process will be revealed. The student's progress will be monitored periodically and feedback will be given to the student and his/her parents.

On the other hand, an excuse exam will be held for students who cannot participate in the joint written exams due to their excuses.
