Public Policy and Education Agenda Update

AACRAO recently reviewed and revised our Public Policy and Education Agenda to ensure that the association's guiding document remains relevant to current issues affecting our members. The updated agenda would amend a number of outdated regulatory and legislative references. Additionally, the revised document would broaden the association's stance on the consideration of a federal unit record data system.

Recognizing the need for collecting better data on students and colleges, AACRAO would support the exploration of alternative methods for collecting and reporting student information, including repealing the ban on a federal unit record system.

As stewards of educational records for current and former students, AACRAO members are particularly concerned with privacy and information security issues. The association would welcome a renewed discussion of the federal unit record data collection that adheres to best practices to protect student privacy, including the right to notice and choice, right of review, correction and amendment, and the right to control re-disclosure.

We believe that reasonable regulatory or legislative modifications can be made to accommodate legitimate policy goals without surrendering the educational privacy rights of American families and students.

The proposed changes, revisions, and additions were presented to the membership during the Federal Update session at the AACRAO Annual Meeting in Baltimore earlier this year. The current document reflects the recommendations made during that discussion. AACRAO would like to solicit additional member feedback before submitting the revised agenda to the Board of Directors for approval.
