Over the past year, higher education has experienced an unprecedented wave of federal regulatory, legislative, and policy activity. From evolving accountability frameworks and student aid reforms to renewed emphasis on workforce outcomes, skills, and alternative pathways, these changes are reshaping how institutions recognize, evaluate, and apply learning across educational experiences. At the same time, learners increasingly expect their prior learning, transfer credit, work-based learning, and alternative credentials to move with them seamlessly across institutions and sectors. Recent policy discussions have also heightened attention. Our panelists will explore the implications and opportunities for higher education institutions in this time of transformative change.

This session blends authentic student voices with practical takeaways for practitioners ready to rethink and strengthen their transfer ecosystems.

Learning Mobility in Action: How States Are Building the Future of Education-to-Work Pathways
As states seek to create more seamless connections between education, workforce development, and lifelong learning, a new generation of Learning Mobility strategies is emerging. This session brings together leaders from Arizona, West Virginia, and Colorado to share how they are navigating this work in real time—aligning policy, infrastructure, and stakeholder partnerships to support learner success across education and employment.
Following a brief overview of evolving Learning Mobility frameworks, panelists will discuss the opportunities and challenges of building more connected learning ecosystems. The conversation will explore lessons learned, implementation barriers, and practical strategies for advancing institutional and statewide efforts related to governance, credit and skills recognition, data interoperability, workforce alignment, transfer infrastructure, and learner agency. Attendees will gain insights into how states are approaching lifelong learning recognition, leveraging workforce and learner data, and creating conditions for more portable, transparent, and learner-centered pathways. Whether you are a policymaker, higher education leader, workforce practitioner, or system innovator, this session will offer actionable takeaways for advancing a more coherent and equitable learning mobility ecosystem.
