The enrollment outlook for public two-year and primarily associate-degree-granting baccalaureate (PAB) institutions, commonly referred to as community colleges, has fluctuated dramatically since 2020, with unique scenarios playing out across the country based on demographic shifts and local priorities. This article details these shifts and explores modern enrollment management opportunities for community colleges, emphasizing strategies that expand access and improve student success in an increasingly competitive higher education landscape. The contemporary practices analyzed include strategic enrollment management (SEM) planning, localized programming and stackable credentials, high school dual enrollment, financial aid programs, marketing and recruitment, student engagement and support services, transfer pathways, and alumni engagement. This article also highlights the critical role of community partnerships and workforce development, aligning enrollment management strategies with institutional mission and local labor market needs, and demonstrating the opportunities to fulfill the common goal of providing accessible and practical education and training.

Joseph Mews, Ph.D., is the Vice President of Enrollment & Student Affairs
at Lake-Sumter State College (FL), where he oversees key areas such as
academic advising, athletics, early college programs, financial aid, records,
recruitment and enrollment services, and student and career engagement. With
extensive experience in higher education administration, Dr. Mews has
dedicated his academic and professional focus to student development,
organizational leadership, strategic planning and assessment, and change
leadership. He is an active member of several professional associations and
has contributed to the field through teaching, presenting, publishing, and
designing content. His expertise as both a practitioner and scholar informs
his leadership and commitment to advancing student success.
