Many factors, including free two-year college commitments in states like New York, Tennessee, and Oregon, have led to increases in students attending two-year schools with the ultimate goal of graduating with a bachelor’s degree. Bachelor’s degree granting institutions should, and arguably have an obligation to, make that transition as seamless as possible. This paper explores best practices around the country for minimizing the barriers for students who transition from two-year to four-year institutions.

knepfle-c--smChuck Knepfle has worked in higher education for 30 years, and currently serves as the Vice President for Enrollment Management at Portland State University, where more than 60 percent of the student body start as transfer
students. His background, and passion, is in student access, having served as the financial aid director at both Miami University in Ohio and at Clemson University in South Carolina. He created scholarship programs over his career that focused on
diversity recruitment as well as need-based aid for students who identify as low socio-economic status. Access to higher education for all students, regardless of race or income, is his passion and was the focus of his doctoral research. He holds
a B.S. in systems analysis, an M.B.A. in management from Miami, and a Ph.D. in higher education leadership from Clemson.

mccaskill-r--smRock McCaskill has more than 30 years of experience in higher education enrollment management and currently serves as Associate Registrar for Operations at Clemson University. He holds B.S. and M.P.A. degrees from Clemson University and is
currently pursuing a Ph.D. in leadership from Anderson University. He has been an active leader in professional organizations, serving as the president of SACRAO in 2011 and currently serving on the AACRAO Board of Directors as VP for Information
Technology.
