The Government is amending the Swedish National Agency for Education's mission to develop and provide digitalised national tests and assessment support in compulsory school and upper secondary school, to strive for as large a proportion of tests as possible to be automatically marked, and to prepare for the introduction of central marking of digital national tests (U2017/03739, U2019/03788, U2021/03346, U2023/00237, U2024/00057, U2025/00151) as follows.
The National Agency for Education will postpone the introduction of digital exams and until further notice, national exams will be conducted in paper form.
The work to introduce central marking of digital exams will continue, but the implementation needs to be adapted. The National Agency for Education will propose an implementation plan, including a timetable, to introduce digitalised and centrally marked national final exams at the time required to enable the planned introduction of a new grading system.
The implementation plan shall contain a description of the changes to the work on digitizing the tests and central marking that are required to achieve a quality-assured implementation. When developing the plan, the National Agency for Education shall, among other things, take into account experiences and insights from the organizational, technical and other choices that have previously been made and how these need to change. In the work, the National Agency for Education shall obtain knowledge and experience from other authorities, including the Swedish Social Insurance Agency, the Swedish Tax Agency, the Swedish Transport Administration and the Swedish Digital Administration Agency. The National Agency for Education shall also obtain knowledge and experience from other relevant actors.
The Swedish National Agency for Education shall report on the financial consequences that a postponement of the introduction of digital tests and central marking will have for the authority and for the principals. The Swedish National Agency for Education shall also report on the consequences it will have for the reporting of assignments that have previously been given, for example regarding the need for changed reporting dates.
The Swedish National Agency for Education shall report on the assignment no later than May 8, 2026 to the Government Offices (Ministry of Education).
Essays in national exams in English and Swedish or Swedish as a second language, which according to the School Ordinance (2011:185) must be written on a computer or other digital device in grade 9, must be written in the same way as before.
