AACRAO joined over 20 other higher education groups in responding to the National Science Foundation’s proposal to renew and revise the agency’s collection for its financial assistance policies and procedures to align them with the Office of Management and Budget’s proposed changes to the Uniform Guidance. Of concern, these proposals would greatly restrict international partnerships even beyond what Congress intended in the CHIPS and Science Act, allow for the termination of grants for political reasons, as well as severely restrict the use of direct and indirect cost funding for regular activities previously funded to support scientific enterprise, including restrictions on using federal funds for publication costs.
