Position Statement
I am honored to be a candidate for AACRAO’s Nominations and Elections Committee.
AACRAO has played a significant role in my professional growth, and I view this opportunity as a chance to give back to an organization that has invested so much in me and in higher education professionals across the country.
I am seeking election because I believe strong associations are built through thoughtful leadership succession and intentional cultivation of future leaders. The Nominations and Elections Committee serves a critical role in identifying and encouraging talented members to step forward, ensuring AACRAO’s leadership reflects the strength, diversity, and expertise of its membership. Selecting the right leaders today helps position the association for success tomorrow.
My experience includes service in AACRAO through conference presentations, advocacy efforts, and participation in the Public Policy Advisory Group. I have also served on the Nominations and Elections Committee for PACRAO, where I have gained firsthand experience identifying candidates, encouraging member engagement, and helping build a strong leadership pipeline for the association.
Professionally, I serve as Vice President for Enrollment Management. Having worked across enrollment management, student success, institutional research, and academic administration in both public and private institutions, I bring a broad perspective on the needs and interests of AACRAO’s diverse membership.
If elected, I will approach this role as a servant leader—listening carefully, encouraging broad participation, and helping identify leaders who can effectively advance AACRAO’s mission and strategic priorities. I would be honored to serve the membership in this capacity and help strengthen the future leadership of our association.

Josh Hibbard, PhD, serves as Vice President for Enrollment Management and Dean of Graduate Enrollment Services at Whitworth University. With more than 20 years of experience in higher education, he leads undergraduate and graduate enrollment strategy, including admissions, financial aid, marketing alignment, and enrollment operations.
Josh is known for advancing clear, student-centered approaches to college access and affordability. He has led the development of Whitworth’s Cost Clarity tuition model and Guaranteed Admissions Program, both designed to simplify the college decision process and remove barriers for students and families. His work focuses on aligning strategy, data, and communication to drive measurable enrollment outcomes.
He is an active contributor and participant within AACRAO, including involvement with AACRAO’s Public Policy Advisory Group. Josh frequently presents on topics such as pricing strategy, strategic enrollment management, and organizational effectiveness.
He holds a PhD in higher education leadership and is passionate about helping institutions create pathways that enable students to thrive academically, personally, and professionally.
