Tennessee Promise Boosted College Enrollment and Degree Attainment at Minimal Cost

A National Bureau of Economic Research working paper published in May 2026 found that Tennessee Promise, the nation’s first statewide tuition-free community college program, significantly increased college enrollment and degree completion after its 2015 launch, with effects that grew even larger for nonwhite and rural students. The researchers found the program raised college enrollment among traditional-age high school graduates by 5.4 percentage points, increased associate degree completion by roughly 15%, and boosted transfers from two-year to four-year schools by about 24%. Addressing a common criticism that free community college diverts students who might otherwise pursue a bachelor’s degree, the paper found Promise-eligible students were actually about 2.7 percentage points more likely to earn a bachelor’s degree by age 24, with women seeing a 4.1 percentage point gain, and found weak evidence of increased earnings starting at age 21.
