Ohio Community Colleges Battle Wave of Financial Aid Fraud From Fake Enrollments

Ohio community colleges are experiencing persistent application and enrollment fraud from “ghost students,” with nearly all of the state’s 22 community colleges reporting some form of fraudulent activity. Scammers have used stolen or synthetic identities and falsified documents to enroll in courses, obtain financial aid, redirect refunds, or gain access to student information, creating financial and administrative burdens for institutions and potentially limiting course availability for legitimate students. Five institutions reported more than $300,000 in fraud-related expenses, while colleges are also investing significant resources in identity-verification technology and staff-fraud prevention efforts.
