New Data Framework Aims to Ensure Workforce Pell Delivers on Its Promise

As the Workforce Pell Grant program gets off the ground, a coalition of 21 leading education, workforce, and data organizations has released the Model Workforce Pell Data Framework, a practical guide designed to help states, governors’ offices, and institutions collect, report, and analyze consistent data on Workforce Pell eligible programs and their participants. Organized around four pillars: employer alignment, program-level information, participant-level data, and employment and pathway outcomes, the framework distinguishes between “essential” elements needed for federal compliance and “important” elements that support longer-term policy analysis and consumer transparency. The collaborative, which includes the National Governors Association, Strada Education Foundation, Credential Engine, the U.S. Chamber of Commerce Foundation, seeks to offer a common reference to help states build or adapt their existing data infrastructure in a phased way, ensuring that as Workforce Pell scales nationally, there will be reliable, interoperable data to evaluate whether programs are actually delivering on their promise of connecting students to high-skill, high-wage careers.
