Iowa Community College Becomes First in the Nation to Receive Workforce Pell Approval

The Department of Education announced on August 4, 2026, that Iowa Central Community College has become the first institution in the country to receive approval for a Workforce Pell Grant program, allowing eligible students to use federal Pell Grant dollars to enroll in the college’s 14-week Emergency Medical Technician program. The Workforce Pell program, established under the Working Families Tax Cuts Act (also known as the One Big Beautiful Bill Act), extends Pell Grant eligibility to short-term accredited programs lasting between 8 and 15 weeks, expanding federal aid access beyond traditional two- and four-year degree pathways for the first time. To qualify, programs must meet rigorous benchmarks for graduate earnings, job placement, and completion rates; must have been in operation for at least one year; and must receive sign-off from both the state’s governor and the Secretary of Education—a dual-approval process designed to ensure programs are closely aligned with state workforce priorities. Education Secretary Linda McMahon, Acting Labor Secretary Keith Sonderling, and Iowa Governor Kim Reynolds were all present for the announcement in Fort Dodge, signaling the administration’s intent to use the milestone as a model for rapid national expansion of the program.
