Frederick E. Lockyear passed away on July 29, after a prolonged battle with Parkinson’s. Fred was 76 and will long be remembered for his contributions to the field of international educational exchange, as both a leader in the field and as a diplomatic presence during many overseas research projects, first through the AACRAO/NAFSA Joint Committee on Workshops (JCOW), and its successor, Projects in International Education Research (PIER). Fred served as Assistant Director of Admissions at Portland State University in the 70s and 80s. He was also in charge of international projects at the College Board office in Washington, DC, for several years before starting his own business in Seattle.
A world traveler and leader in international admissions research, Fred authored the AACRAO World Education Series volume on Iran in 1976. During the 70s, he also served on the National Council on the Evaluation of Foreign Educational Credentials and as the Admissions Section (ADSEC) Chair of NAFSA. In the 80s and 90s, Fred participated in and led PIER Workshops in Canada, the Middle East, Poland and the Czech and Slovak Republic.
From a modest upbringing to Dartmouth alum, Fred was always kind and helpful — but with a wicked sense of humor — and was always a gentlemanly, positive presence, whether mentoring people new to the field, serving as intermediary in heated disputes, or leading a group of colleagues in discussions with Ministries of Education. We need to emulate the qualities that Fred Lockyear embodied as a professional and as a human being.
