Officials from the Trump administration have faced intense protests when visiting historically black colleges and universities, and leaders of those institutions themselves have taken heat from students and faculty for even meeting with administration officials.
But groups that represent historically black colleges have pursued a highly public, if controversial, strategy of courting influence with the White House and Republican lawmakers.
