ED’s Foreign Funding Dashboard Draws Scrutiny Over Misleading Presentation

In early 2026, the Trump administration launched a public dashboard to track foreign gifts and contracts to higher education institutions under section 117 of the Higher Education Act. The dashboard shows that 559 institutions have collectively received more than $72 billion from 194 countries. Higher Ed Dive reports that higher education policy experts have raised concerns that the dashboard lacks critical context, including when and for what purpose these gifts and contracts were conducted. Instead, the dashboard presents cumulative data going back to 1986 in a way that implies it reflects a single year of activity. The administration, which has opened four new section 117 investigations since 2025 and brought the State Department in as an oversight partner, defended the dashboard as a transparency tool and pushed back on concerns, saying institutions should examine their funding sources rather than the Department’s data presentation.
