DHS Indicates More Restrictive Interpretation of Curricular Practical Training

The Department of Homeland Security has issued new guidance signaling a more restrictive interpretation of curricular practical training, which allows eligible international students to participate in off-campus employment, such as internships, practicums, and cooperative education experiences that are integral to their curriculum. According to The Chronicle of Higher Education, DHS advised institutions to authorize CPT only when the work experience is required for all students pursuing the degree, and its absence would make the completion of the degree impossible. DHS maintains that the underlying regulations have not changed, but the guidance warns that improper CPT authorization could expose institutions and school officials to administrative or legal consequences, prompting some institutions to reconsider or suspend CPT approvals as the academic year begins.
