Congress Passes Continuing Resolutions to Delay Government Funding Fight to December

The House and Senate have advanced separate continuing resolutions to keep the federal government funded beyond the September 30th expiration of current appropriations, but the chambers will need to reconcile differences when Congress returns from its August recess. The House-passed measure would maintain current FY 2026 funding levels, including for the Department of Education, through December 4th, while the Senate’s bill would extend funding through December 11th and temporarily prevent the Office of Management and Budget from finalizing a rule changing federal grant administration and termination procedures. The Senate approved its measure 90-6, compared with the House’s largely partisan vote of 220-205.
