The 2017–18 Free Application for Federal Student Aid (FAFSA) season will begin earlier than previous FAFSA application cycles

Beginning on Oct. 1, 2016, students will be able to fill out the FAFSA for the 2017–18 school year. (In the past, they had to wait until January 1). In addition, applicants will no longer need to estimate income and tax information and will be able to retrieve their data directly from the IRS, right from the first day the FAFSA is available. Students also will have information about their Expected Family Contributions earlier, helping them as they’re going through the college application and selection process. 


How Does State Authorization Affect my Institution?

The Western Interstate Commission for Higher Education and AACRAO are conducting a webinar that will lead participants through the tangled, tortured web of “state authorization,” particularly as it applies to distance education. Russ Poulin (WCET) and Marshall Hill (NC-SARA) will talk about what institutions are required to do when they provide distance education to residents of other states, how the State Authorization Reciprocity Agreement (SARA) affects those requirements, and how these issues affect registrars and admissions officers. There will be ample time for Q and A following the webinar presentation.  

Presenter: Russell Poulin, Director of Policy and Analysis,  WCET -- WICHE Cooperative for Educational Technologies

Russ Poulin organizes WCET's national policy and research activities, edits WCET's Frontiers blog, coordinates WCET's research efforts, and works on e-learning consortia issues. He represented the distance education community in the U.S. Department of Education's 2014 Program Integrity Negotiated Rulemaking process. Previously, he coordinated distance education activities for the North Dakota University System.

Presenter: Marshall A. Hill, Executive Director of the National Council for State Authorization Reciprocity Agreements 

Marshall A. Hill is Executive Director of the National Council for State Authorization Reciprocity Agreements (NC-SARA), which provides a voluntary, regional approach to state oversight of postsecondary distance education. His involvement with SARA spans work with the Presidents’ Forum/ Council of State Governments drafting team, the development of SARA agreements with the country’s four regional higher education compacts, and membership on the National Commission on Regulation of Postsecondary Distance Education. 

Prior to assuming his NC-SARA position in August of 2013, he served eight years as executive director of Nebraska's Coordinating Commission for Postsecondary Education. Before his work in Nebraska, he was assistant commissioner for universities and health-related institutions at the Texas Higher Education Coordinating Board.  He has served on four negotiated rule-making panels for the U.S. Department of Education, negotiating federal rules affecting accreditation and student financial aid.  Active in several regional and national organizations, during 2012-2013 he served as chair of the executive committee of the State Higher Education Executive Officers association (SHEEO).

Prior to his statewide work, he was a faculty member for 17 years, conducting choirs and orchestras at Cumberland College, Duquesne University, Utah State University, Iowa State University, and the University of Southern Mississippi.

Hill earned B.A. and M.A. degrees in music from Utah State University and a Ph.D. in music education, with a minor in higher education, from Florida State University.

Christina is a project coordinator on the Policy Analysis and Research team at the Western Interstate Commission for Higher Education (WICHE). She coordinates WICHE’s Adult College Completion Network, identifying and sharing policy and practice solutions which help adults with prior college credit complete high-value credentials. Prior to WICHE, Christina directed Written Communications for Teach For All’s Growth Strategy and Development team, held multiple roles with City Year, and completed a fellowship with the Kenneth Rainin Foundation. She holds a B.A. from the University of Virginia and a Masters in Public Policy from the University of California, Berkeley.
