This is the second webinar in a series discussing the State Department's policy shift on using commissioned agents for international recruitment.

AACRAO will facilitate a discussion between the U.S. Commercial Service, (the trade promotion arm of the U.S. Department of Commerce’s International Trade Administration) and EducationUSA, a branch of the Office of Global Education Programs in the Bureau of Educational and Cultural Affairs within the U.S. Department of State.

Presenter: Alfred "Fred" Boll

Fred Boll

Alfred "Fred" Boll has been a Foreign Service Officer at the United States Department of State since 2003.  He currently serves as EducationUSA Branch Chief in the Bureau of Educational and Cultural Affairs, where he leads the Department’s global network of educational advising centers that promotes U.S. higher education in 180 countries and territories.  

He has served previously in Lisbon, Amsterdam, Pristina, Rio de Janeiro, and as Deputy Director in the Bureau of Population, Refugees, and Migration’s Office of International Migration in Washington.  He is a lawyer by training, with a BA degree (Honors) from the University of Chicago, JD and MA degrees from ‎the University of Wisconsin in Madison, and a Doctorate (SJD) in International Law from the University of Sydney in Australia.

Gabriela Zelaya Headshot AACRAOGabriela Zelaya is the Global Education Team Leader for the U.S. Commercial Service, U.S. Department of Commerce Global Education Team, a position she has held since 2014.  In this role, she manages and oversees U.S. Commercial Service Education Team programs that assist U.S. educational institutions with promotion and recruitment efforts.  She also oversees U.S. Commercial Service collaboration with partners both domestically and abroad. 

With more than 15 years in the field, Gabriela was recently honored as Silicon Valley’s “40 under 40” recognizing her as an up-and-coming leader in Silicon Valley for her leadership, community work and impact in her respective field.   Gabriela received her bachelor’s degree in political science/law and society from the University of California, Riverside and master’s (honors) from the University of Miami.

Julia FunakiJulia Funaki joined the staff at AACRAO in 1996 and currently serves as Associate Director, AACRAO International. She has been involved with NAFSA and AACRAO as an author, presenter, committee member and chair, and serves on the faculty for the AACRAO Summer and Winter Institutes.
