Spain education raises the requirements of the Celaá Law to obtain graduate and high school degrees in Andalusia

The Ministry of Education finalizes the approval of the guidelines for the evaluation and promotion in the educational levels that it will make public this month and that will condition the application of the Lomloe, or Celaá law , in Andalusia with changes that will mainly affect promotion and qualification in Secondary and Baccalaureate .

This follows from the draft instructions in which the Ministry works that sets as an objective to provide teaching teams with "full objectivity criteria" for evaluation processes and "make it possible for the dedication, effort and performance of students to be valued and objectively recognized.

The guidelines, which will be applicable in educational centers supported by public funds , do not They foresee substantial changes in the evaluation of Primary, but they do in terms of promotion and certification at the Secondary and Baccalaureate levels.
With regard to evaluation and promotion in Compulsory Secondary Education , it is maintained that decisions will be taken collectively by the teaching team – one of the most outstanding novelties of the new law – with the advice of the guidance department and will promote students who pass the subjects studied or have a negative evaluation in one or two subjects .

However, for the rest of the cases , it will be promoted only when the teaching team considers that the nature of the subjects not passed allows the student to successfully continue the following course and sees favorable recovery expectations, as long as the student has passed the subjects that belong to the block of compulsory core subjects and that the subjects passed account for more than 60% of the total teaching hours in which the student is enrolled.

Graduate Title
In order to access the Secondary School Graduate qualification , the teaching team, with the advice of the guidance department, will take into consideration that the student has passed all the subjects or areas studied, that they have passed at least 60 percent of the core subjects. and 65 percent of the hour load of the subjects in which he is enrolled , an aspect that is not included in the Law, and in any case it will be taken into account that, after the application of educational reinforcement measures and necessary support during the course aimed at guaranteeing the acquisition of essential skills, the student has actively participated with involvement, attention and effort in the subjects not passed.

High school
In terms of obtaining the Bachelor's degree, a positive evaluation will be necessary in all the subjects of the two Baccalaureate courses. Only exceptionally , as stated in the new Education Law, the teaching team may decide to obtain the Bachelor's degree for a student who has passed all subjects except one.

However, according to the draft, Andalusia will establish as a condition that the teaching team considers that the student has achieved the objectives and competences linked to that degree, that there has been no continuous and unjustified absence from the subject, that the students have taken the tests and carried out the necessary activities for their evaluation, including those of the extraordinary call, and that the arithmetic mean of the grades obtained in all the subjects of the stage is equal to or greater than five.

The evaluation decree of the Ministry allows the autonomous educational administration to regulate these changes, although sources from the educational community maintain that this circumstance puts the principle of equity at risk, since obtaining the titles will not have the same conditions depending on the community where you study.
