Improving Access for Undocumented Students — the Potential Impact of the "DREAM ACT"

According to College Board statistics, over 65,000 undocumented students graduate from high school each year and face huge obstacles to furthering their education. Undocumented students are children who are born abroad and who are not U.S. Citizens or legal residents. Many of these individuals have attended public schools in the United States for their entire K-12 education. Yet, most of these students will be precluded from achieving a higher education, either through limiting admissions requirements, or because of a lack of eligibility for state or federal financial aid. Removing the barriers faced by these "invisible" students would enhance the access to higher education and enable these students to maximize their contributions to society. The proposed federal legislation called the DREAM Act may provide a vehicle to solve this dilemma--unfortunately it remains "stuck" in the legislative process!

This AACRAO webinar explores the barriers to opening higher education opportunities to undocumented students, provides guidelines for creating and supporting access for youth caught in the "undocumented trap," and explains how passage of the DREAM Act will provide a legal path to solving this problem.

FERPA and Financial Aid Records

"FERPA and Financial Aid Records," is intended to assist school officials (including financial aid administrators at postsecondary institutions) who work with student financial aid records in understanding their responsibilities concerning the treatment of student education records.  The emphasis of this webinar is on those parts of FERPA that most directly affect the financial aid office, including a discussion of any relevant changes to the FERPA regulations.  In addition to the discussion of FERPA, there will also be a limited discussion of the Gramm-Leach-Bliley Act. Learning How to Detect Forged Credentials

On any given day across the United States, college or university representatives decide to admit an applicant or to transfer courses for credit. What these well-intended campus officials usually do not know is that the documents on which they base these decisions are forged. A fact: If you and your colleagues are not checking documentation for forgeries, then you can be absolutely sure that you have admitted an applicant or given academic transfer credit to an individual who tampered with his or her documentation. Although the potential for fraud is greater for international applications, altered documentation is not only an international problem.

Unit-Record Issue

Proposals to track postsecondary students through the creation of one or more longitudinal data systems have been around for about a decade. In 2004, the National Center for Education Statistics formally convened Technical Revue Panels to investigate the feasibility of creating a federal "unit-record" data system to replace a number of Integrated Postsecondary Data System's (IPEDS) aggregate surveys. The proposed system, however, was affirmatively banned in legislation to reauthorize the Higher Education Act.
