Memo Shows White House Wish List for Budget

A memorandum that reportedly represents a "wish list" of initiatives the White House plans to include in its 2019 budget includes requiring colleges to share the risk in student lending and letting Pell Grant recipients use their federal aid for short-term courses and programs that lead to an industry-recognized credential, reports Inside Higher Ed.

The memo is linked on the political website Crooked Media. It did not provide details on the two proposals, which would require significant changes in federal policy.

As Inside Higher Ed reported, the memo also mentions the prospect of overhauling U.S Labor Department job training programs in order to reduce overall spending and reconfiguring Workforce Investment Act programs into block grants that give more flexibility to states.
