15. General comments:
The Zeugnis der allgemeinen Hochschulreife (commonly known as the Abitur) represents 13 years of secondary education in Germany and compares to graduation from high school plus one year of university-level credit from a regionally accredited college or university in the United States.

The qualification of Kaufmann im Groß- und Außenhandel is a vocational qualification. It is part of the "dual-system" in Germany, whereby (typically) 9th or 10th grade graduates enter training for a regulated vocational title. This training is comprised of 1 or more days of academic work at a "Berufsschule" (Vocational School) per week, in conjunction with industrial on-the-job training or apprenticeship the other days of the week. The final examination is administered by a municipal chamber of industry and commerce, a crafts guild, or other industrial organization. The final qualification does not lead to university admission. Although the applicant entered this program after having obtained the Abitur, the program of industrial training that he completed was identical to the one completed by 9th or 10th grade graduates, and does not warrant any university-level transfer credit.
