records without permission.
An
institution may decide to release records to parents of a higher ed
student if it can be proven (with the parents latest IRS returns)
that the student is legally a dependent.
Guidelines
for correction
are very rarely provided because students have not challenged their
records as much as was anticipated by the legislators who crafted
the original bill in 1974.
Schools
should continuously keep their staff aware of FERPA regulations and
supply updates when appropriate.
