NCES Proposal on Unit Record Data Collection
The National Center for Education Statistics is currently considering changes in the way the Integrated Post-secondary Education Data System (IPEDS) data collection efforts can be streamlined and the quality of data improved. One proposal receiving serious consideration would be to move from collecting aggregate data (enrollments, graduation rates, etc.) and move to collecting the record level student data the aggregations are derived from.
While this would remove some of the complications and inefficiencies of reporting to IPEDS as well as make it possible to measure things such as student transfers across systems and states, there are important privacy implications, technical issues, and very real consequences for higher education professionals that must be considered.
As such, NCES has announced three technical review panels where these issues and others will be considered. The dates for the panels are:
- October 28-29, 2004 -- State-level panel
- November 3-4, 2004 --Institutional level panel
- November 9-10, 2004 -- Associations, interested groups, and other stakeholders panel
The first two panels will be held at the Hyatt Arlington near Washington, D.C., and the location of the third will be announced shortly. Travel and lodging expenses must be paid for by the attendee.
